In a large mixing bowl, whisk together the flour, sugar, baking powder, baking soda, salt, cinnamon, and nutmeg.
Add the softened butter, milk, and egg to the dry ingredients. Mix until just combined. Fold in the grated carrots and chopped nuts, if using.

Spread a thin layer of softened butter over the dough. Sprinkle with additional cinnamon and sugar if desired.
Starting from one long edge, carefully roll the dough into a tight log. Slice the log into 12 equal pieces and place them in the prepared baking dish.
Bake for 20-25 minutes, or until the rolls are golden brown and cooked through.
While the rolls are baking, prepare the cream cheese frosting.
In a mixing bowl, beat together the cream cheese and butter until smooth.
Gradually add the powdered sugar and vanilla extract, mixing until well combined.
Adjust the consistency with milk as needed.
Once the rolls are out of the oven, let them cool slightly before spreading the cream cheese frosting on top.
