Preheat your oven to 375°F (190°C).
In a skillet over medium heat, cook the ground beef until browned. Drain any excess fat.
Stir in the garlic powder, onion powder, oregano, salt, and pepper into the beef.
Grease a muffin tin with cooking spray or oil.
Spoon a tablespoon of marinara sauce into the bottom of each muffin cup.
Add a layer of the seasoned ground beef on top of the marinara sauce.
Sprinkle mozzarella and Parmesan cheese over the beef.
Bake in the preheated oven for about 15-20 minutes, or until the cheese is melted and bubbly with a golden crust.
Allow to cool for a few minutes before removing the bites from the muffin tin. Serve warm.
